Total Costs and Funding for Final Disposal

The estimated total cost of final disposal is approximately 3 billion euro. The long service life of the final disposal facility contributes most to the costs.

Basis for Cost Planning

In the cost estimation for final disposal, the power plant units Loviisa 1 and 2 are assumed to be operating for 50 years and the units Olkiluoto 1 and 2, as well as the new unit under construction, are assumed to be operating for 60 years.

The total accumulation of spent fuel is approximately 5,500 tons, and around 2,800 fuel canisters will be produced.

Cost Distribution for the Repository

The total cost of the repository is approximately 3,000 million euro, of which the investment costs are around 650 million, the operating costs until the year 2118 around 2,100 million and the decommissioning and closure costs around 250 million.

During its operation period, the repository will provide jobs to more than 100 people in tasks related to operation, maintenance, monitoring and set-up, and bring in as much as 3.5 million euro of real estate tax income to the municipality.

Funding for Final Disposal

The price of nuclear electricity caters for the costs of nuclear waste management. The required funds will be collected from nuclear power companies in advance and transferred to the State Nuclear Waste Management Fund. The fund thus accumulated will be available for covering the costs of nuclear waste management measures when needed.

Due to the fund collecting, the total costs of nuclear waste management are estimated each year and the amount of accumulated nuclear waste taken into account in the calculations. In 2007, the total cost of nuclear waste management was estimated to be 1.6 billion euro. This covers the management of all nuclear waste accumulated so far as well as the costs of nuclear power plant decommissioning until final disposal.
